The short version

  • Oakland has been part of EBMUD's Regional Private Sewer Lateral program since January 16, 2012.
  • The owner is responsible for the whole lateral, from the building to the public sewer main.
  • A contractor checks the pipe, fixes it if needed, and sets up a pressure test. An EBMUD inspector watches the test.
  • Once you pass the test, EBMUD issues the Compliance Certificate. The fee is $407.

Our Compliance Certificate guide walks through each step.

Free, no obligation, about 2 minutes. We only need the ZIP code, not the street address.

For example: you already have a camera video, the cleanout is hard to reach, the lateral runs under a driveway or tree, or the house is vacant.

This site is not EBMUD. Sending this form does not schedule an EBMUD inspection.

When Oakland property owners need a certificate

EBMUD lists three triggers. If none of them fits, you can still choose to get a certificate. Some owners do this after fixing a lateral that keeps backing up.

Buying or selling

You need a certificate to close escrow. The buyer and seller work out who gets it. If time runs short, a Time Extension Certificate gives you 180 days from the date it is issued. Guide for sellers

Building or remodeling over $100,000

You need the certificate before the final permit sign-off. EBMUD says the lateral work can happen before, during, or after the remodel. Just have the certificate in hand for the final inspection.

Changing your water meter size

Asking EBMUD for a larger or smaller water meter also triggers the rule. EBMUD's New Business Office has the compliance details for meter changes.

How it works

  1. Tell us about the property

Share why you need the certificate, your ZIP code, and your deadline. It takes about 2 minutes.

  2. Up to 3 contractors reach out

Independent licensed contractors who do lateral work in your area contact you the way you choose.

  3. Compare written bids

Each bid should say whether the pipe can pass as-is, needs a repair, or needs a full replacement. It should also say which fees are included.

  4. Pass the EBMUD test

Your contractor books the EBMUD inspection and sets up the test. Once it passes, you print the certificate.

What to ask before you sign a bid

EBMUD publishes a checklist for reviewing contractor bids. Here are the questions it suggests, in plain terms:

  • Will it pass as-is, with a repair, or only with a full replacement? A contractor should recommend one of the three after looking at the pipe.
  • Does the price include the $407 EBMUD certificate fee and the Oakland sewer lateral permit? Ask for an itemized list and copies of EBMUD receipts.
  • What about rescheduling fees? EBMUD charges $140 if the test fails, the setup isn't ready, or the appointment is moved after 7 a.m. that day. Ask who pays.
  • Where is the public main, and how long is the pipe? If the main is in the street, the bid should cover digging and repaving.
  • What pipe and what method? Open trench and pipe bursting (trenchless) are the most common methods.
  • Are there downspouts or yard drains tied into the sewer? EBMUD calls these illicit connections, and they have to be fixed before you can pass.
  • Who restores the landscaping, concrete, or porch if the pipe runs underneath it?

Check any contractor's license with the California Contractors State License Board, and try to be there for the camera inspection so you can see the pipe yourself. Our cost guide lists every EBMUD fee you might run into.

Common questions

Are you EBMUD or a contractor?

Neither. Oakland Sewer Lateral is a free referral service. We pass your request to independent licensed sewer contractors who work in Oakland and nearby cities. They give you bids and do the work. EBMUD inspectors still witness the final test and EBMUD issues the certificate.

What is a sewer lateral?

It's the private pipe that carries wastewater from your building to the public sewer main, which is usually under the street. In Oakland the property owner is responsible for the whole lateral, from the house all the way to the main. Plenty of people call it the sewer line.

When do I need an EBMUD Compliance Certificate in Oakland?

You need one when you sell or buy (you can't close escrow without it), when you finish building or remodeling work that costs more than $100,000, and when you change the size of your water meter. You can also choose to get one at any time.

Is a camera video enough to get the certificate?

No. EBMUD says a copy of the CCTV (camera) inspection is not proof. You only get the certificate after the lateral passes an air or water verification test, with an EBMUD inspector watching in person.

How much does the certificate itself cost?

EBMUD's Compliance Certificate fee is $407 (fees effective July 1, 2026). That's separate from what the contractor charges for the camera inspection, any repair or replacement, the city permit, and setting up the test.

How long is the certificate good for?

It lasts 20 years if all of the laterals were fully replaced. It lasts 7 years if the lateral was repaired or passed the test without repair.

What if we can't finish before escrow closes?

You can get a Time Extension Certificate. It costs $142 and needs a $4,500 refundable deposit at title transfer. The Compliance Certificate is then due within 180 days of the date the TEC is issued. Our guide for Oakland home sellers has the details.

How many contractors will get my request?

No more than 3, and only ones that serve your area. We don't post your request publicly or add you to marketing lists.

Do I have to hire one of them?

No. Asking for quotes is free, and you never have to hire anyone. EBMUD recommends getting written estimates from at least three contractors, and that's what this form is for.

Not in Oakland?

The same EBMUD program covers Alameda, Albany, Emeryville, Piedmont, El Cerrito, Kensington, and the Richmond Annex, with a few local differences. Berkeley runs its own program. See how Berkeley and Alameda differ.
